Street circuit vs permanent circuit in F1, explained

The rulebook barely distinguishes them, yet Monaco and Silverstone might as well be different sports.

Put a Baku onboard next to a Spa onboard and mute the engine note. You'd know which is which inside three corners. One driver is threading a needle between concrete with the wall inches from his mirror; the other is carrying the car through Eau Rouge with grass and gravel waiting if it all goes wrong. Same championship, same regulations, completely different job.

What actually separates the two

A street circuit is built from public roads that carry ordinary traffic the rest of the year, closed off and lined with barriers for one weekend. A permanent circuit is a dedicated motorsport facility built specifically for racing, remaining a racing venue year round. Everything else in this explainer, the width, the grip, the run-off, the setup compromises, flows from that one structural fact.

Fans look this up because it explains almost everything else about a given weekend before a wheel turns. It tells you whether Saturday is likely to matter more than Sunday, whether the safety car is a near-certainty or a rare visitor, and why a team can look imperious in Barcelona and clumsy a fortnight later on the streets of Monaco.

Ten metres of Monaco, twelve of everywhere else

The FIA mandates that circuits be no less than 12 metres wide, although temporary street tracks like Monaco get an exception to this rule. In the principality the track averages around 10 metres wide across the lap, leading some critics to argue that it isn't fit for today's two-metre-wide F1 cars. Baku, newer and nominally more generous, still narrows brutally through its old town section, pinching down to roughly seven and a half metres at its tightest point. A permanent track builds its width in from the first drawing; a street circuit inherits whatever the city already had, and the FIA simply waives the rule rather than ask Monaco to demolish a harbour.

The downforce compromise a purpose-built track never forces

On a permanent circuit, engineers chase a low, stable ride height with some confidence, because the surface underneath them is smooth, consistent, and doesn't move. Street circuits take that confidence away. Violent bumps and high kerbs at places like Singapore's Turn 5/7 complexes force engineers to run the car higher and stiffer than they would prefer, directly sacrificing the downforce the regulations were designed to unlock, essentially choosing to survive the surface rather than optimise for pure lap time. That's the trade nobody at Silverstone has to make.

Baku complicates the picture further, because it isn't uniformly tight. It mixes a long straight along the shoreline, a slipstreaming stretch where cars can run three abreast into Turn 1, with a narrow, winding old town section, and as in Monaco the slightest mistakes are punished quickly and severely, while teams are forced to choose between downforce for the twisty bits and less drag for the straight. A permanent circuit rarely asks a team to compromise that hard in two directions at once within a single lap.

Grip that has to be built from scratch

Street circuits typically offer lower grip, more surface irregularities and significantly narrower run-off areas compared to permanent tracks. A road used by delivery vans and taxis all year doesn't hold rubber the way a track that's raced on every weekend does, so the surface is often green on Friday morning and only builds grip as the support races and F1 sessions lay tyre compound into the tarmac. Permanent venues start most weekends already rubbered in from whatever series raced there the week before.

Run-off philosophy diverges too, and it's been a live argument inside the paddock rather than a settled one. Several permanent tracks spent the 2010s replacing gravel traps with flat asphalt run-off, on safety grounds, only for teams and drivers to push back once it became clear cars could run wide with no penalty. Spa is a case in point: part of the tarmac run-off at corners including La Source, Bruxelles and Blanchimont is being replaced with gravel to improve safety and to enforce track limits properly. A street circuit never has that debate. There is no room for gravel between the apex and someone's apartment block, so the consequence for a mistake stays exactly what it always was: a wall, full stop.

Why the overtaking numbers look so different

Width and run-off together decide how easy it is to actually pass. A permanent circuit generally offers several racing lines through a corner and enough width for a car alongside to survive contact with a kerb rather than a barrier; a street circuit usually offers one racing line and punishes anyone who leaves it. That's why classic permanent layouts tend to produce noticeably more overtaking across a race than the tightest street venues, and why a long, wide straight like Baku's or Jeddah's matters so much: it's often the only realistic passing zone on tracks that otherwise offer almost none.

The kerbs are part of the punishment, not just the boundary

Kerbs exist everywhere, but a street circuit's kerbs are usually taller, more aggressive, and closer to something immovable. Aggressive sausage kerbs can send a car airborne if a driver misjudges the entry, and this risk is a particular hazard because they can cause cars to become momentarily airborne, leading to heavy landings and increased potential for damage. At Silverstone, clip the wrong kerb at Copse and there's grass, then gravel, then a barrier a long way further back. At Monaco, clip the wrong kerb at the swimming pool chicane and the barrier is right there.

When you'll see the split show up on screen

Expect the contrast to be obvious the moment practice starts. Monaco, Baku, Singapore, Jeddah and Las Vegas will show cars picking their way around, drivers visibly working the wheel more, teams running noticeably stiffer, higher setups than they'd choose anywhere else, and a safety car that feels less like a possibility and more like a scheduled event. Silverstone, Spa and Suzuka show the opposite: cars flowing through fast corners at commitment speeds that would be reckless on a street track, because the run-off gives everyone a second chance the streets never will.

The downforce trade-off described here sits right alongside the broader question of high-downforce versus low-downforce circuit design, and the kerb-riding habits that punish a car on a bumpy street lap deserve their own look too. That's a deliberate choice: F1 has worked out that the drama a street layout generates is worth building from scratch, cones and all. The next genuinely new venue on the calendar will tell you a lot about which kind of track the sport thinks sells better, the survival test or the flowing one, and for now it looks like the survival test is winning.
